The lastest fallout from the HVCC law is yet to be seen.  Appraisers in the Des Moines market are still reporting busy schedules from the latest refinance boom; however, incoming appraisal orders since the law went into affect May 1st are being reported at a slower pace.  National AMC's are actively calling to request quick turn times at much reduced fees to the appraiser.   Local appraisers with more than 5 years of experience and known for quality work are showing resistance to signing up with AMC's and accepting reduced fees for their quality work.  Many appraisers are talking among themselves about leaving the business or getting into another arena besides completing mortgage appraisals.  My concern is that there is going to be an extreme shortage of quality appraisers in the nation due to a mixture of intense licensing requirements, lack of certified appraisers willing to train new associates, and pressure from AMC's driving down appraisal fees.  I have no problem with appraiser's accepting lower fees from the AMC's if that is their choice.  I do, however, have an issue with AMC's not giving full disclosure to the consumer (borrower) on what the appraiser was actually paid for their work.  This practice feels like a deceptive practice in our industry.  Full disclosure of all fees charged and who is receiving those fees to the consumer should be required in my opinion.
